The Dead Women of Juarez 



"The Special Prosecutor's Office, which comes under the Attorney-General's Office, reported that the largest number of killings of women in Mexico occurred in Toluca, near the capital.

According to statistics on the number of homicides per 100,000 population, the next in rank is Tecate, in the northern state of Baja California, followed by the resort city of Acapulco on the Pacific coast. Ciudad Juarez ranks fourth.

And with respect to missing women in Ciudad Juarez, activists put the number at more than 4,000, but the official inquiry mentions only 47 documented cases."

"Mexican authorities have failed to prosecute numerous crimes committed against American citizens, including murder and kidnapping.

  Local police forces suffer from a lack of funds and training, and the judicial system is weak, overworked, and inefficient.  Criminals, armed with an impressive array of weapons, know there is little chance they will be caught and punished.  In some cases, assailants have been wearing full or partial police uniforms and have used vehicles that resemble police vehicles, indicating some elements of the police might be involved. 

Visitors are very vulnerable when visiting the local "red light districts," particularly if they are departing alone in the early hours of the morning.  In Ciudad Juarez and Tijuana, there has also been a rise in automobile accidents in which municipal police extort money from U.S. citizen victims.
