Project 14 shall follow the algorithm proposed by Bela A. Banathy PhD of discovery, construction and systems methodologies.

Introduction:

There have been requests for a more linear logical description of Project 14: Juarez. In particular, similar request commentary was provided by The C. G. Jung Institute: Zurich.

This introduction shall attempt to answer that request in part and/or provide a rationale as to why such a request can't be met in whole.

The first factor is in that Project 14 is a system in some considerable complexity, includes non-linear elements and pure theory in abstract form. Project 14 is an effort best addressed by systems thinking complexity theory (General Systems Theory). Please note that Project 14 is a large project divided into many Mini-Projects of which most are in-progress. In General Systems Theory terms, that means that Project 14 is a project in dynamic equilibrium. It is by no means static but rather very rapidly moving and, thereby, of some considerable difficulty to track. (Please see Ludwig von Bertalanffy and John Dewey for a description of how that somewhat unusual kind of leading edge research is organized.)

The second factor is that Project 14 is fundamentally different from other kinds of research in The Psychology of Consciousness. (For example, throughout the work, the post modern concept of the absence of central authority shall be regarded.) Some research in the complexity of The Psychology of Consciousness follows the modern age structuralist formats for thought questioned by Jacques Derrida at the symposium at The Johns-Hopkins University in 1966. It is, thereby, central to know what the term "modern age" means particularly in terms of non-structuralist deconstruction. The term "Modern Age," here, means that time from 1350 (Petrarch) when Humanism arose as a non-traditional form of thinking from the former medieval format of traditionalist western thought. It is concomitant with a move from Platonic thinking to Aristotelian thinking from, roughly, 1492. The plot thickens. Modern Age thought, in itself, is complex. For example, modern age thought centers around central concepts and methods. It is a center. The concept of a center is primal to modern age thinking almost to the point where a western thinker employing modern age thinking wouldn't even question that there would be an absence of central authority much less any project that would dare to take absence of central authority as a given.

Project 14 is organzed as post modern and/or deconstructionist thought, a tradition now of only some forty years of duration (since 1966 roughly with Derrida). The mode is new in that sense. Project 14, as well, follows:

1. identification of researchable problem (s) 
2. derive hypotheses, search and discovery
3. literature review of research, identify Mini-Projects
4. develop methodology, construction and deconstruction 
5. data collection, analysis, and trial facts 
6. Further analysis (vis a vis John Dewey)
7. falsification (vis a vis Karl Popper)
8. identify systems, results, conclusions, discussion
9. peer review and interpretation.

The Mini Projects of Project 14 do not rely on any modern concept of a center but shall be arranged in post modern, anomalous and non-hierarchical if not deconstructed formats. If the western thinker looks for central concepts and methods, disappointment (not to mention disillusionment if not rage) may follow. To the traditional Western thinker (i.e.: Platonic or Aristotelian Humanist), such a process is near unthinkable even with extensive study of alternative formats for thinking such as are offered by Transpersonal and Consciousness approaches. The third factor is that of length of time of the study. In the fast food world of the United States (and, perhaps, Europe), for example, results are expected to be quick to arrive if not immediate. Results are not expected to be several decades in the future. Often, action is considered the only relevancy. To lend perspective, the whole Project 14 has been estimated to provide enough researchable material to demand twenty years of study and to focus seriously on Juarez as a beginning to help solve, hopefully, an enormous, complex and worldwide set of problems in violence. (No, Project 14 does not purport to solve the problem of violence in the world. The project aims to assist solution.) To support the idea that research takes a lot of time, the new book (a proposed result of this research) named tentatively Juarez: Crossroads in ter ror, has a goal of showing that extreme violence in Juarez is historical. Violence in Juarez, thereby, is of a long duration stretching far into the historical past of the Americas.

To summarize, the orientation of Project 14 is not modern but rather post modern. Project 14 is fundamentally different in that respect. The project is complex not simple and intends to take time.(A familiarly with the difference between modern and post modern thought is requested.)

There has been a request of Project 14. What is being done to answer the request for a more linear logical description of Project 14? An intense attempt is being made to describe each Mini-Project using more traditional western language with differing levels of success depending on which project is being described and na -  . Thereby, each of those Mini-Projects, in turn, whenever possible has its own website to provide descriptions of the various facets of the research. Each of those websites is posted as discovered, for the convenience of the reader, on the main Project 14 website: http://juarez.bravehost.com.

Alternative Methods of Thought: 

A further factor in Project 14 is in that not all researchable questions in Project 14 will appear to be related at first glance. The questions are in dynamic equilibrium. Not all will appear linear and logical at first glance. Some may appear to be the result of altered states of consciousness such as in the anomalous experience areas of dreamwork. As well, several Project 14 Mini-Projects use systems thinking concepts (von Bertalanffy) that are cutting edge such as Spiritual Systems, Network thinking and also Native American ways of seeing that are not European in origin. These algorithms may appear unfamiliar to the western mind at first glance. Some work has been done on each way of seeing such as post modern and inter cultural but much of the work of Project 14 is still very new and, thereby, understandably unfamiliar and anomalous (unusual or odd as opposed to even and easily understandable).

It gets worse and here comes the warning! It has been said that not all of Project 14, thereby, reflects traditional Western Thought (Plato and Aristotelian Humanism). For example, Mapuche Native American thinking doesn't follow Aristotelian thought processes and there is no reason this project knows why Mapuche thinking should follow western thought.

Mapuche thinking is an alternative. (For an introduction to the general concept of alternative ways of seeing, please consult any of anthropologist Carlos Castaneda's books for a taste of the alternative cutting edge in Native American thought. Keep in mind while reading that Sr. Castaneda was Peruvian not Chilean. His background, thereby, is Inca not Mapuche.)

For introductions to Mapuche thinking, there are many easily addressed websites on the world wide web that describe the thinking of the Mapuche Nation. A familiarity with the Spanish language may be needed for some of the Mapuche websites. When the Mapuche language (Mapudungun or Mapudungu meaning: mapu meaning the land and dungun meaning speech), is used, there is usually a translation into Spanish or English for the convenience of the western reader.

To further summarize and conclude, most likely the major way Project 14 is related to a larger concern is in that the various Mini-Projects are related to the ongoing violent and Latin American Dirty War (called WWIII by Project 14) and violence in general worldwide especially toward endemic peoples.

Please, dear reader, a modicum of patience, thereby, is requested as the details unfold in this sometimes alternative, startling and exciting new field of endeavor, Project 14!

ABSTRACT:

Psychological Warfare, Leadership and Change

Is psychological warfare (terrorism, and murder) epidemic in Mexico? In Mexico, women have been attacked. “They were rap ed, bitten, strangled and stabbed. One woman was found in an acid-filled 55-gallon drum. Others were found with their mutilated and their hair cut off. Some were shot in the head at close range” (1.)

What is being done?

There is a.) Investigative, b.) Mass media and c.) Legal speculations. One of the areas shall be explored in this abstract. The others are to be found in the main project proposal on another page of this website.

Investigative: Only one conviction was obtained (killer Sharif Abdul Latif Sharif of the organized group The Contras). Using undisciplined inquiry, no solution has been adequate. The extreme violence continues. Disciplined, scientific research is imperative. Investigative, media and legal solutions haven’t solved the problem.


The epidemic is an ongoing and historical Dirty War (asymmetrical psychological warfare) throughout
Mexico. The problem is widespread. “In August, local press reported that there had been 177 killings in Tijuana, Baja California since January. The press also reported in September that there had been at least 56 killings during the year in Nuevo Laredo.” (9.) There were, in 2001, killings of 12 persons in the town of El Limoncito, Sinaloa. There was the 1997 killing of 45 persons in Acteal, Chiapas and the massacre of 17 indigenous farmers in Aguas Blancas.

 

The central site (foreign host) is with psychologist Sergio Rueda of the Instituto de Medicina y Tecnologia Avazanda de la Conducta in Juárez. A current and professional association exists. An invitation is included with this proposal.


The timeline is in concrete steps (1-5). It is a scientific analysis using a solid foundation from General Systems Theory (Bertalanffy) to establish disciplined research using the scientific method:

1.) Current research literature and significance,

2.) Objectives and hypotheses,

3.) Methods and approaches,

4.) Data perspectives and

5.) Results, solutions, discussion and publication. Each task shall be assigned a specific amount of time to accomplish.


The result shall have lasting duration in the interlinking of academic institutions and cross-cultural systems in
Mexico (The Institute of Medicine) and the United States (Saybrook Graduate School and Research Center in San Francisco, The University of Texas in El Paso and Harvard University).


The problem is severe. “In some cases, the victims are mutilated and horribly disfigured. Objects have been stuffed into their s or es, and/or their left has been hacked off. Many are strangled, and then stabbed repeatedly.” (4.)

Project 14: Hypothesis


The initial rationale for Project 14 (hypothesis) is that this project can use Native American concepts, Kachina, Kokopelli, La Llorona and especially La Calchona in lucid dreamwork for extreme conflict resolution:

raising of consciousness, purification and intense activism.

An algorithm from the Wall Street Journal is used, here, to orient Project 14 in a linear/ logical flow. This goal (the linear) is a project goal in itself especially as a lot of the work fits the definition of Anomalous Experience. Anomaly, by definition, is difficult to render into a logical flow and, hence, can appear confusing initially. Why? It does not follow Aristotelian logic! (Logic follows it.)
